Waco’s Riverfront Development Flows Closer to Reality

Dallas-based Catalyst’s vision for Waco’s riverfront would see it developed as the “Brazos Promenade”, a mixed-use area complete with boat docks, restaurants, shops and entertainment.

On Tuesday, developers presented the city with their master plan, which would also see Webster Avenue transformed as a parking and event plaza. According to the Waco Tribune-Herald, Catalyst developers said the first phase of the project, which would begin between 2016 and 2018, would “create 11,000-square-foot restaurant, 157 residential units and a 421-space parking garage.”

The renewed development plans come after the city called off negotiations on a $300 million project last year. 

Beginning anew earlier this year, the city set out to hear new proposals on how to develop the mulitple-acre stretch of riverfront land. After receiving 3 proposals the city interviewed each candidate, looking for certain criteria such as the developers' experience, ability to finance, and past projects.

If the city and Catalyst reach an agreement, the Dallas developers will then have to further refine their master plan and determine all infrastructure needs for the proposed development. 

In that time, the city will complete land and environmental studies and incentives for development.
